What type of shampoo are you using? Skip conditioner.Conditioners coat the hair, something oily hair doesn't need. If your ends are dried out; apply a small amount of conditioner to ONLY the ends.
HAve you ever tried a beer wash? Beer can have a drying effect. Rinse beer out with diluted tea which contains tannic acid, an astringent, which can cut the oil

one problem could be that you're overwashing - if you wash your hair to much you deprive your hair of the natural oils it needs to be healthy and so it kind of over makes oil
avacado is also good for hair, It might be good in place of conditioner as it is more natural but I would only apply it to the ends
also there are plenty of shampoo/conditioners specifically for greasy hair.
If it's really bad then you might want to consider seeing a specialist - I'm not sure what would be appropriate but maybe a dermotologist ?
