Maybe Celestite? Or blue calcite quartz.

If it has a soapy feel it is likely blue calcite.

definitely blue calcite. i have a bunch of it and.. that's what it looks like. and blue calcite resonates with the throat chakra, good to help with communication or even enhancing your psychic voice. definitely not one i'd use for dream work. if you want crystals for dream work, i'd use amethyst. it's amazing for dream recall and once you start getting familiar with it, you could learn to master lucid dreaming. my dreams are much more vivid, memorable, and i tend to lucid dream better when i know my dreams are as intense as they are when i use amethyst.

Replying to this a year+ later, but I can confirm that this is definitely blue calcite. Celestite is a slightly different color, less cloudy, more "gemmy", and has different crystal symmetry. I am graduating with a degree in earth sciences, if anyone has any questions about mineral identification, you are free to PM me! I will happily help with all identification.

No idea how crystals can help with dream work, but I lucid dream quite a bit due to keeping a dream journal. Once you get in the habit of writing your dreams down as soon as you wake up from them, you'll gradually get better and better at recalling your dreams, and also get better at recognizing your dream symbols. You can also use self-hypnosis to program yourself to see a specific symbol whenever you're dreaming to let you know your dreaming, like a bouncing red ball. ;)
